Naomi C. Earp
Naomi C. Earp was selected as Deputy Assistant Secretary for Civil Rights on January 28, 2019.
She entered federal service as a GS-9 career employee. She entered the Senior Executive Service at USDA in the late 1980s and served in a number of executive positions prior to appointments as Chair and Vice Chair of the U.S. Equal Employment Opportunity Commission under President George W. Bush.
Born and raised in Newport News, Virginia, Earp received a BS in Social Work from Norfolk State University, an MA from Indiana University, and a Juris Doctorate from the Catholic University of America, Columbus School of Law. She is widowed with one son and delighted to return to USDA.
